Building is a Lot Like Basketball, it’s Impossible to Win Without a Team

While leading the company, Hugh ran his crews like a basketball team. They spent all day together, played off of each other, and always held one another accountable for their outputs. This created a tight-knit group that could finish a home-build or renovation faster than any other team in the area. This mantra extended from the field to the office, where everyone always worked closely together to ensure perfection for the client.

While we may no longer have a professional basketball player at the helm, RCH still maintains that same belief that having the right team leads to the right outcomes.

We think we have a pretty kick-butt team.

Our Leadership Team

Angelina Headshot

Angelina Carper

President & CEO

Angelina Carper began her construction career on the job sites of Chicago, where her strong work ethic and drive to learn propelled her from laborer to crew lead in heavy civil work. Her initiative led to a transition into project management, where she balanced leadership responsibilities with hands-on fieldwork—often managing complex project plans while working underground.

After nearly a decade in civil construction, her curiosity and ambition led her into commercial general contracting with the goal of mastering all facets of building. Since then, she has successfully delivered a diverse range of projects, including hospitals, cathedrals, refineries, five-star hotels, and greenhouses. Along the way, she has developed deep expertise in team leadership, technical execution, and client-focused delivery.

Fulfilling her long-standing goal of business ownership, Angelina acquired RCH Construction in 2023. As President and CEO, she leads the company with a hands-on approach, a passion for problem-solving, and a commitment to excellence across every project.

As Chief Administrative Officer, she plays a vital role in keeping the business running smoothly, ensuring that every moving part—from finance to field logistics—is handled with precision and care.

That experience gave her the tools to thrive in the complex and ever-changing landscape of residential construction—an industry she navigates with grace, grit, and a smile on her face.

Erin is a true jill-of-all-trades, with a particular knack for bookkeeping and back-office management. Known for keeping the team on track and “whipping everyone into shape” when needed, she brings structure to chaos, accountability to the table, and a sense of humor to even the toughest days. Her leadership and attention to detail are key to ensuring RCH delivers the best experience possible to both clients and partners.

Rock Headshot Croped Enhanced

Rock Belanger

Head of Field Operations

Rock has been drawn to this industry since he was 11 years old—starting out making portable toilets for field crews out of leftover materials. He can attest it was just as fun as it sounds, but as rough as it was, that experience sparked something in him. He discovered the draw of the industry, which was the creativity and diversity of the people around him—Hondurans, Mexicans, Guatemalans, Germans, Russians, Italians—all from different walks of life, coming together to build something that would shelter others.

Rock spent 12 years building hospitals in his early career. He used to tell people his crews were just as important as the doctors—because without his teams, they’d be working out of tents. He'd build the structures that withstand storms, generate power when the grid fails, and bring light to darkness. He loved the knowledge that he helped save lives, without ever picking up a scalpel.

Construction workers are often overlooked, but Rock attests that they are the foundation—literally and figuratively. This isn’t just a job to him. It’s a calling. It’s a way of life. Our country was built by people like him, and even the military depends on them to build, replicate, and make a lasting difference.

Jeff Headshot-Picsart-AiImageEnhancer

Jeff Aronson

Head of Internal Operations

Jeff was raised a gearhead, learning to repair and rebuild cars and engines alongside his father. He continued in automotive repair through his early adult years, working for his uncle before going on to serve with the 160th Special Operations Aviation Regiment. During his military career, he completed multiple tours in Afghanistan in support of Operation Enduring Freedom.

Following his service, Jeff spent over 15 years in operations with a world-leading business jet aerospace company. A dedicated husband and father, he spends his free time dirt racing, boating, fishing, and working on race cars.

Grounded by strong core values, Jeff believes leadership happens at the front line, not from behind a desk. His diverse background—spanning military service, hands-on technical work, and operational leadership—equips him to ensure RCH’s field and business operations stay tightly aligned, delivering exceptional quality and service to customers and the industry.
